Emergency Disaster Drill

Cumberland Fair will be the site of an emergency disaster drill on September
13 at 8:00 am. The exercise is being conducted by Cumberland Fair and Town
of Cumberland public safety agencies and MSAD 51 personnel. This exercise
will also involve equipment and personnel from Yarmouth, Falmouth, Gray,
Scarborough, Gorham, Portland, South Portland, Northeast Ambulance
Service,
the Maine State Police, and Cumberland County Sheriff's Department. The
planning for this event has been ongoing since January and is a huge
undertaking for fair and town personnel. This exercise will provide valuable
training for these personnel as well as our fair personnel. This event will
provide realistic conditions and is designed to test in place resources. The
event will be covered by local media and will provide valuable training for
everyone involved. The details of this event will be presented to the
Cumberland Town Council on July 14th @ 7:00 pm.
During this event a portion of Blanchard Road will be close to simulate actual
conditions as "victims" and students will be transported from the fairgrounds.
A brief training session for Cumberland Fair personnel on August 5th at 7:00
pm at the fairgrounds. It is important that fair personnel attend this meeting in
order to understand the duties and responsibilities in the event of an
emergency.
The Security Office has created Emergency Action Teams and each
Superintendent will be receiving that information.
The Security Office is looking for volunteers to be role players as victims and
fair patrons for this event. MSAD 51 will be providing lunches at the Middle
School for transport victims and we are looking for help in offsetting those
costs. Many of the personnel and equipment has been donated but there will
be some costs for this event.



THE SCENARIO

The event will simulate an accident, on Maine Agricultural Day, between a
school bus and a fuel truck at Gate 2 on Blanchard Road. The severity of the
injuries will range from minor to fatal injuries. Persons will be evacuated to the
infield for evaluation and students will be transported to the Cumberland
Middle School for reunification with parents. The conditions during this drill
will be realistic and personnel will respond as if the scenario was an actual
emergency. Fair personnel will be assigned to tasks according to their team
assignments.


The goal of this training is help provide fair personnel valuable insight and test
our resources in the event of an emergency during our fair operation. I
sincerely hope that fair personnel and Club members will support this event.
